- In Patch 17.3, after the nerf to both Leona and Teemo, it is much more important to have a good tank Arbiter for Leona + at least one other condition such as a radiant or artifact item or Yasuo hexes.
- This is a Leona comp. Every single decision you make should be made with the idea of making Leona stronger. Generally if an augment, God offering, Arbiter effect, etc. makes her stronger, it's the correct choice.
- Combat augments are especially strong in this comp precisely because they buff Leona. The best combat augments are those that make Leona tankier
- The best Leona Arbiter effects are the ones that give her permanent max HP or the ones that give her a % max shield. The two best Arbiters are gain permanent HP for every 50 mana spent and gain % max hp shield every 4 seconds.
- For duo carry, your main options are Zoe, Lissandra, and Nami. The best option by far is Zoe, especially if you have any permanent HP Arbiter effect. Zoe 2 might even be as strong or stronger than Lissandra 3, so for now default to Zoe every game instead of wasting gold on Lissandra.
- This comp has a strong trait web and many potential units to play at every level so it can be confusing to know which units to play at which level and what final board to end on. Here are the general rules of thumb for how to handle leveling and final board.
- First, you'll always want Leona + Teemo on board with 2 Vanguard and 2 Arbiter. That's a fixed 4 units (ideally Leona + Teemo + Mordekaiser + Zoe). On Level 5, you can add Lissandra, any Vanguard, or even Rhaast if you have him.
- On Level 6, you can play 4 Vanguard or 3 Shepherd. 3 Shepherd with 3 Vanguard is most likely strongest board (Illaoi + Lissandra).
- On Level 7, you add 4 Vanguard or 3 Shepherd (whichever one you didn't have on Level 6). Finally on Level 8, play Rhaast or Nami. Rhaast if your duo carry is Zoe, Nami if your duo carry is Lissandra. Zoe 2 is probably as strong as Lissandra 3 currently, so aim for just playing Rhaast.

1-Cost Reroll
- Do not spend gold on leveling this stage. If you have 2-stars and a good item, you can consider playing to win some rounds. Otherwise lose streak is common for stage 2.
- Roll to 33 gold, buying any unit that will be part of the level 4 or 5 board. You can also buy units that will be part of the level 6+ board, but you can sell those if your bench fills and you need to buy other units. Rolling to 33 gold is advisable because it allows you to save back up to 50g by 3-5.
- Do not level if you haven't hit your 3-star 1-costs yet. If you have your 3-stars, you generally should still stay level 5 if you can win or if leveling to 6 would put you below 20g. Try to get above 40g this round.
- Ideally above 50g, level 5 at this point or level 6 with 3-stars.
- If you haven't hit your 3-stars yet, roll to ~52g each turn. You don't want to roll to perfect 50g as any units you buy in shop will put you below 50g. If you have 8+ copies of an itemized 1-cost, you can roll to 40g or 30g every round instead. Level to 6 once you hit your 3-stars.
- If you haven't hit your 3-stars yet, you must roll until you hit them. You should level to 6 after hitting. In some rare games, you will miss or spend so much gold you can never catch up. These games will usually result in bottom 4 placements.
- Level to 7 if you can stay above ~20g. Otherwise stay level 6.
- Level to 7.
- Level to 8 if you are in bottom half of lobby HP and are losing rounds. If you are higher HP and feel stable, you can wait until next turn.
- Level to 8 if you haven't already. Roll for any remaining units necessary for the comp. If stable, you can try to go 9. Most games you will end on level 8.
- Level to 9 whenever possible. This is rare, but can happen in the games you have a chance of winning.

Not sure I follow. The dropdown menu for variations still exists and still has variations in it, immediately above the traits container on desktop and above the board on mobile.

Arbiter that for every Interest you get AR MR Resists on Leona is really strong, went lvl 10 and made Leona tanky all stage 2 until a Gargoyle built
max cap at lvl 9 definetally just swap vex in for teemo and give her is items, vex 1* >>> teemo 3*

I actually capped it with Sona and Leblanc. Gives you 3 arbiter and 5 shephard so more effects on Leona and Bia actually becomes useful.
arbiter emblem or the second arbiter effect augment can make this comp incredibly strong if you have good laws.
What are okay Arbiters if you dont hit shield or HP?
none really. i’ve had rounds where i commited to teemo because of no scout no pivot or something before i found zoe, went AP scaling for leona & zoe, it’s okay once you hit 3*s and you can get to 3rd-4th with it if you are dominating early, but normally you just go 5th-6th
why did you move leona 1 hex off center?
Because if she’s centered and your carry is on the right side, you will get guaranteed wrapped by any melee carries on the right side.
this comp needs side effects and no scout. augment to really shine. doble rage blade gunblade is really good.
How do you feel about blighted jeweled on teemo, seems good especially with this one Big tank meta.
I think Titanic Hydra on a stacked up Leona is crazy, she ended up doing more damage than my teemo
Pretty good if you can stabilize early. Arbiter giving shield every 4 seconds is also very strong, but MAX HP every 50 mana is king

Honestly, 1 cost rerolls are my favourites.
Tried this with early learnings and had a lot of fun.
The arbiter that gives the shield every 4 seconds is also very strong on Leona btw. She was nearly unkillable
ok i gona say if you lucky Nami or Nunu play it now maybe you just give up Lissanda and fast level to play Nami Nunu,Nami 1 star better than Lissanda but i say just give up 3 star Lissanda but it need to stil in borad
Level 8 borad swap Meepise and illaoi with Nunu and Nami if some of them 2 star play them fast or if Arbiter buff is bad Nunu 2 STAR is tank better
i play it 4 game 2/5/3/3 it not win out comp anyway but it very good if you not forced to play

Plays 4 games, 4257, you need BIS Leona, Kayle/Varus/Ekko god, if you don’t hit Nunu on 3-5 you’re 5-6th
Electorcharge should be included as it makes leona into a dmg dealer :O
